Is the cluster owned by the landlord, or by the Post Office ( ie, it has signs saying "Property of the USPS") ? It makes a difference. See USPS FAQ

If this is a rental home then your LL should be providing you a key. If the LL doesn't have a key then they need to get the box open somehow and pay to replace the lock and provide you with keys IF they never supplied you one. If you were supplied a key and then lost it/them then the lock replacement is your responsibility. I have no idea how you will get your mailbox open to get the lock out to purchase another lock and key(s). The PO does not have nor do they supply individual mailbox keys. They only have their one master key that opens the whole banked unit.

If it is your own home then all you can do is continue to try contacting the PO to ask them how to get the box open so you can take the old lock out and purchase a new lock and key. You were not real clear on what is happening when you do try to contact the PO. (not answering? don't return messages? What?) Again, the PO does not have individual keys for the banks of mailboxes. They only have the master key to open the full set of mailboxes. I doubt they are responsible for replacing anyone's individual box locks.

Funny, but we have two houses with cluster box delivery. In both instances we had to go through the post office to get a key. Both times we got two keys at no charge.

Yes you do have rights. You have the right to pick up your mail at your local post office. That's what we had to do with our last house. New subdivision and it took about a year for cluster boxes to finally be installed. It sucked, but that's life.

Are those homes in HOA neighborhoods? In most HOA neighborhoods it is the HOA, not the USPS, that owns the cluster boxes.

My HOA owns the box but you have to arrange to meet the postal person who will open the box so you can put your own lock on it. This is for a SFH not a condo.

Both homes are in an HOA. We still had to go through the post office for keys. Same for our last house...HOA house, got keys from post office.
