It depends on the issue you are trying to correct. Most systems are beyond the DIY, and usually involve cutting concrete and/or digging lots of trenches under a house, as well as installing sump pumps or drainage systems of some sort.
I suggest you call a few waterproofing contractors and then compare quotes as to what they plan to do, their warranty, and of course the costs.
I've used the same system and contractor for 20+ yrs. no major issues.
