Sure I can shut off the water meter valve, but that would shut off the water supply to the swimming pool too, which I don't intend to.

Valve to the house is often buried under vegetation/mulch near a corner of the garage. Same with the sewer clean-out.

That's a ball valve, that's exactly what you want on something that's going to be opened and closed a lot. What you don't want is one of those multiple-turn stop valves.

I'd check if you can shut off the water at the softener, that way you'd be cutting water to more interior taps at once.

In Las Vegas, those valves tend to get corroded and weakened, so that when you shut them, you can't re-open it.

I have been here for 17 years and I'm on my third water heater in this house (all gas, in case anyone is curious). The second one announced its failure with a lack of hot water when I went to shave in the morning. I went into the garage to see what the problem might be and I stepped into about three inches of water. The top seal had blown on the tank and I had my own water feature in the garage. Of course, the shutoff valve was positioned so that I had to reach through the spraying water to get to it. Did wonders for the cardboard boxes out there.
