I don't understand the use of 'money cards' If the money is in an account write a check to move it to an account in a closer bank or use a debit card pay for things. I've had times when my main bank was 1000 miles away.

Well with that 32k, I would first pay off any bills which have high interest rates. And/or invest it and use the income from the investment to buy things.
So far as spending, my first priority would be to spend it on things which would reduce my cost of living. Things which would reduce the electric bill such as energy efficient appliances, A/C, heating, energy efficient windows, insulation, etc.
Then that is an ever-lasting gift which will continue to give you income or savings forever!
As an example I spent $800 12 years ago to replace my old refrigerator with a new Energy Star refrigerator. That alone reduced my electric bill by $15 a month.
That is $2,100.00 in savings over 12 years! This stuff adds up!
Also I added double pane windows and was able to cool my house with just one new Energy Star window air conditioner in the summer - instead of two. That reduced my electric bill by $30 for the summer months. That adds up too!
Billy great advice maybe now people are understanding me better.
I replaced washer dryer with Maytag set, replaced old stand up freezer with new and just purchased 3 honeymellon stand up roon coolers for 40 each.
Now after closing and fees I'll have 30K which is still a good bit of money.
One thing though the va has told me a number of times that I can't use my va comp to invest(play the stock market) Every month counting my and my wife's income we have around 750 to 1200 left after all bills which goes into a savings.

You say you want to put wood floor in your room and hallway. This sounds like you are putting in a patchwork of different flooring, so I vote no. After the house is yours, put one continuous type of floor in all the rooms, and I think this would affect the appraisal positively.
I really doubt if there is anything serious wrong with your city water, so I wouldn't do that either, unless you test it first. If something is really wrong with it, the city should correct it.
If you need nice comfortable furniture, get some. No matter where you live, a comfortable place to sit is a major quality of life issue. What good is an Xbox game without a comfy place to sit?
If you want a fishing boat, that's fine, but it would come after I owned my house, and only if I have extra money.
