It depends on surface. Paint? It will probably leave a stain no matter what you do.
Try to spray 3% hydrogen peroxide on it, do not over-soak, or the paint will go off.
If it doesn't work, try this:

I heard mr clean magic erasers work great for this.

TIP: Always test a small hidden spot for color fastness and water spot staining before spraying large surface areas.

Used to have to do this all the time when working at the state hospital. Lysol and water, sponge and/or mop. If it will be a recurring problem, repaint with a semi-gloss paint. The job never bothered me, just one of those tasks that needs to be done when caring for those who are in mental distress.
