I am thinking about doing a paint project. I am visiting relatives in Taiwan and due to the high temperature and humidity, the interior paint is peeling and falling off the concrete wall and the ceiling. There is not much layer between the paint and wall/ceiling, but in that layer there is some black material. What is that black material? Is it a type of glue or adhesive? There doesn't seem to be any drywall between the paint and the concrete wall/ceiling, and if there is, then it is a really thin layer
Additionally, where the paint has chipped off the ceiling, there looks to be some fuzz around the broken paint on the ceiling. What could this fuzz be? Could this be drywall paper.
The house was last re-molded in late 1990s and before I paint, I assume that I need to scrape it all off first. Is this correct? Also, do I need to be concerned about any health hazards, such as asbestos?
You would need to talk to local construction guys in Taiwan. Building materials are totally different in other countries. I wouldn't assume anything you know about construction will be true in Taiwan or even available at stores.
The black might be tar for waterproofing? Just a guess.
Thank you for the replies. After you stated the possibility of tar, I do think it is tar as this material is only on the walls facing externally. Does anybody have a guess what the fibers or "fuzz" are that the paint is leaving behind on the ceiling where it has fallen off?
