My hubby usually gets up around 10:30 AM and has a hard time sleeping. If our neighbours started mowing around 7 AM, I think he would go insane.
I think 8 or 9 AM is a little more "reasonable".
I used to mow the lawn at my childhood home in the afternoon. When it was wet, the grass would get all gross (as others have mentioned). Yeah, the heat was uncomfortable in Missouri summers, but that's what the pond was for! *jumps in*

Any time after 7:00 AM is fine. People want to mow their lawns early in the area where I live. Get the lawn chores done early and then you have the rest of the weekend free for recreation.

I usually do mine on Friday afternoon after work, otherwise it's around 9 Sat or Sun...that way I have the rest of the day to do whatever..

About 7 weekdays would be fine. That is when construction is also allowed to begin. Later on weekends.

7:00am may be the noise ordinance window, but as harry said the BEST time is when any dew/moisture has evaporated and the grass is "dry".

I don't generally mow til after 9am on the weekends, maybe 8ish on the weekdays. I use an electric mower so it's pretty quiet. Everything else I use is manual - rakes, hedges clippers, edgers.....


When husband does the yard - he will use the blower electric trimmers , weed wackers, etc - so he waits much later in the day.

If I lived in a subdivision and the neighbor had kept me up with loud music I would likely mow the yard at 5:30am.

Since I don't have any neighbors within a half mile of me I wait until 3 or 4pm so the grass is as dry as it's going to get.

In consideration of my neighbors I wait til at least 8am most days and 9 or 10 am on Sundays. In practice it seems like I always leave that work til late afternoon. Cutting wet grass is a concern as Harry says.

I used to work for a development company where one of their gated communities did not allow any work before 8am. We always avoided going there at 8 because there was a traffic jam of service vehicles trying to get in every day.
