Nothing you could clean with should be flushed including paper towels. Too many will clog the toilet.

just use toilet paper (several layers) to clean the urine from the seat or where it goes or learn to sit down and pee.

It is not about cleaning dust, it is about cleaning male's urine.

I used spray something and make it wet, then use dry paper to wipe it. It is disgusting to keep the dirty paper in the little trash can, so I am looking for something flushable and good for wiping surface.
Why can't you use toilet paper?

No reason not to use piece of regular toilet paper folded over several times and then flush THAT. But wipes meant for cleaning EITHER your tuchus or bathroom surfaces should not be flushed. Do you have a personal incinerator, perhaps?
