You would start with a structural engineer who will evaluate the truss and why it failed. He would then design the fix. Depending on what the issue is, depends on who you would have perform the fix. There can be numerous reasons that you haven't stated that may the issue. It might not be a truss failure at all but something else that's causing the issue. You need to walk from any house that has structural issues. Invariably it starts out as an obvious defect and then spreads to something major. The failure may be due to a foundation issue which can lead to a plumbing failure. It could also have major termite damage or possibly an idiot that did some home repair work that really screwed up the structure- who knows. Unless the seller is willing to wait for you to get the house evaluated by an engineer, you need to walk away from this can of worms. It can get expensive quick and you still haven't bought the house.
