8:45 is not too early. before 7 would be too early. If you live in a hot climate especially, a lot of people will want to be done early in the day. IME, most noise ordinances begin at 7 am.
Got to be 8am or 8pm here in GA through the summer, and I don't like to Finish my day all hot and sweaty. I've started as early as 7am before, but only when my neighbors insist on keeping me up the night before... I also seem to double-cut my lawn those days. You want to ruin my sleep, I'll gladly return the favor (as well as calling the cops, my neighbors don't have any respect for anything and get louder if you ask them to tone it down ~ I've been down that road).
The problem with mowing in the early AM is that dew is often still on the grass, making clogs and clumps more of an issue, and possibly increasing chances of fungus issues. I generally mow after 3PM to avoid the moisture issues and the shortest UV rays.
As for noise, mowers aren't an issue in the country. I do get wakened by crop dusters from time to time. They have to use the still air of the early morning.
I don't care if someone starts as early as 7 AM, especially in the summer. I actually love the smell of freshly cut grass drifting in through the open windows. Of course, I never let my yard guy cut that early because I hate him cutting the lawn when it's still wet!
One of the great things about living in a condo is that the mowing happens on weekdays only. Weekend mornings are quiet, quiet, quiet.
