On the paint brush if we can buy a small one with a round handle we can drill a hole into the handle and screw in a threaded rod maybe 18 longs so we can reach the high areas. A roller on a stick won't work.
There's the cheap way- it's called "masking tape"!
That tool works but may be too short. Masking tape can not be used because the area to be painted is too high to use tape.

The attachment goes on the end of a painter's extension pole. The nice thing about it is it's totally adjustable- putting the paintbrush in just about any position.

Ha I said that tool would work. Masking tape not practical for the situation. I asked the question on the wrong forum it seems. I've painted inside and outside mobile homes and houses but not 2nd or 3rd story.
This question has been answered and can be locked if the moderators desire.
If the picnic table is pvc, you can buy pvc rattle can that bonds to the plastic. Pressure wash the table, let it dry, and spray away. It will be a brand new table. Do it outside, the fumes are fierce until it dries.
Two separate questions. Paint a rough looking picnic table or leave it the way it is.
