I bought a shop vac with attachments that can reach to the 2nd-floor gutters. You can certainly see from below that they are blowing out the dried leaves, pine needles, etc., but even if you couldn't tell from down there, you can just go to a 2nd-floor window and look and see that the gutter is now basically clean. And of course, the next time it rains you can see that the gutter is working as it's supposed to be. So what on earth did he mean?
How can you see inside the 2nd floor gutters from a 2nd floor window? Makes no sense.

Would it be feasible to use a 5' stepladder for gutter cleaning on a single story home? I really hate being on extension ladders.

The guys who wash my windows also clean gutters. They’re also firemen. They know ladders.

I don't only have gutters, I have a downspout that drains under the yard. All kinds of debris is flushed out when my gutters are cleaned and that has to be removed. I just watch Groupon for a coupon. This is not something I am going to bother with myself.

Why $12. Why not just $20?

Must be a very low cost of living area or the person cleaning the gutter must be slow and getting taken advantage of
