True. OTOH, they can be cheaper than one episode of frozen pipes in an inadequately heated bathroom.
There’s no reason the pipes would freeze without floor warmers. The heat is fine in the bathroom but the floors are marble so very cold. The kitchen is some kind of stone looking tile that’s even colder than the bathroom floor.
Heating the floors was a component of the solution.

The farmhouse had some similar issues (built in the 1890’s and didn’t have indoor plumbing originally) when they added the bathroom on sometime in the 30’s they didn’t really take stuff like that into account. My father and I ripped all of the plumbing out in the early 2000’s and had to do a lot of work to handle the freak cold snaps that come through TX Hill Country. I could see an area that got sub 20’s for a long time being a different beast.

Not really. I wear heavy socks in winter, done it for years, and it works. If my feet are cold so is the rest of me. There is only so much you can do to an apartment.

Q was nothing to do with renting or HOA , neither of those apply ,that should have made it easier to Figure out the question , I think I’m on the wrong forum to ask such a complicated question ..sorry.
All you said was "apartment". You did not clarify one way, or another if it was owned, or rented. Apartments are rented, condos can be owned. The only thing you have to apologize for is being rude to your responders, and posting an incomplete inquiry that left people guessing. Thank God not all seniors are this cranky.

Not necessarily. There are parts of the country where co-op apartments and condos that are what others would refer to as an apartment.
