If you are concerned with leak, you can buy a water leak alarm for about $10. It doesn't turn the water off or help you if no one is home though.

I know someone else has posted an auto shut off valve that senses a leak and prevents water from coming in to the tank. That could be something a plumber can install when they are relocating the WH anyway.

Well, you can't just "hook up" to the sink and be done- the size of the supply would be wrong more than likely.

As far as actually jackhammering the slab- that wouldn't be necessary. There are other ways to work around that- but, not knowing the specifics of the house it would be pure speculation as to what "could" actually be done. The only way you'd know for sure is to contact a plumber.
