Sometimes the door hinges are binding and causing stress that makes the hinge want to move. You can loosen some screws and see if that reduces the movement.
It's not always a door jamb out of plumb.

Have you considered there is nothing wrong with the door and it's the gremlins that live underneath the house ?

LOL=Rakin-the house is brand new and if I have gremlins, then they are living between first and second floor (problem door on 2nd floor)

Gremlins - of course.
The house was obviously built over a gremlin burial ground. It is a well known factoid that gremlins hover somewhere between 3' and 18' above their crypt and are always trying swing doors to bring closure.
