Are there rules and regulations when changing a two family house to an one family? I am currently looking at homes in NJ.

It's far easier than properly converting a single-family home into a 2-family, that's for sure. You'll need to file for permits and get everything inspected, and if the amount of work you're doing is substantial, you may have to bring the property up to current codes. I'd check with the township code official in the town you're considering to see what the requirements are.
