We have a 3 car garage. In my neighborhood, we aren't allowed to leave our car in the driveway so obviously, our garage is used for parking. One bay has storage, one has our SUV, and the third is currently empty because I'm car shopping.
We haven't moved in yet (building currently). My husband says its going to be for cars, I say storage..
My guess is one bay will be for his workshop, and the other bay might fit a car, at least a couple times a year.
Now if we had a carport, that I'd actually put a car under! Too bad most new developments think carports are tacky, I think they're kind of attractive if done nicely..
when our house was built, an option was a 3 car tandem... so we went with that, and instead of making the family room bigger,[we felt garage space was more important than a larger Family Room] we extended the garage to 55' deep, adding an additional 11' on the back end, which we use for some storage and DH's HUGE compressor for his shop that is in the basement. having 5 cars [we have two kids that have cars] ... we used to store motorcycles, minibikes, etc, in the garage, but eventually got a shed to put those in to make room for DH's car. So, 3 in the garage, 2 in the drive.
UltraRunner -- that is something we are hoping to get one day, 2 garages. I'd love to get DH's shop out of the house, but where we are currently, that's not possible... Next house....
My 2 car garage used to always have storage around the perimeter and I parked my car and tractor in there. I'm doing a lot more remodeling now so the tractor still gets a bay, but the car is outside now.

It might be hard to get your husband out from the Basement. I'm sure the basement is warmer in the winter and cooler in summer.
I would love a basement, unfortunately, it's not a typical CA amenity.
we have a 3 car garage and one is oversized which is where i park the minivan, the other my husband parks his car in. The other bay is for snowplow/bikes ladders and "stuff".
Our other house we had a two car garage and I parked on one side and the kids crap (bikes, wagons, ie...) was on the other. Our new house we have a 2 car garage and we have 2 cars parked in it. It is a bigger garage though so we have plenty of room for crap nicely placed and 2 cars where before we didn't.

I honestly dont think i could live in a house without a basement.
and if Dh had a "shop" with heat and cooling [well, good ventilation system] we'd do that. He's only in the basement because there is no where else for the shop. It's a metals shop, so it usually stinks to high heaven when he's grinding something... and the dust and grime!! so, i can't wait!!
but i have to say.... we love our garage because it's so big!!
Our old house... it has an over sized 2 car ... i think it's 22x24 ... the people in it now, cant even fit a car... stuffed to the ceiling with junk ... his brothers house is the same way. amazing.
For parking, of course. I can't stand clutter and I won't live like that either. The garage is to park your car, not to store your worthless junk. Junk is to be thrown away or given away (garage/yard sale)....EWWWWWW!!!ARRRRGGGGHHHHhH!!!
