Question Houston cost of living, entertainment,etc

Hi, I'm considering moving to the Houston area. I'd like to know how difficult, in terms of time and traffic, it is to get downtown from the suburbs along the coast. Is their nightlife in the bay area or do you have to go downtown Houston? I've seen some rents that are really inexpensive (around $500) in the suburbs and I was wondering what a typical rent range is for a one bedroom in a safe community. My other concern is water and electricity. What do you pay on average for water in a one bedroom apartment? I know this can vary, but I got concerned when someone said they are paying an $80 base fee for their house.... Also what do you pay for electricity in the summer months for a one bedroom? Any information about good school districts or at least the ones to avoid would be helpful. Thanks!
