Default Best time to buy Honeycomb Cell Shades for Windows

I'm looking to buy some Honeycomb Cell shades sometime this year. I'm looking for light filtering to reduce glare on my tv as well as year round energy savings. I received a mail advertisement from Budget Blinds for Hunter Douglas Duette Honeycomb shades. They had a $25 rebate per unit that expired in April. Is there any best time when prices are lowest to purchase these shades? I was thinking of purchasing in the fall or even in the winter if prices are lower then thinking most people buy them in the summer when the sun is more prominent.

Also, what other brands should I consider? I prefer to buy American made products if possible as long as the premium in price isn't overly high. I may also look into the motorized units for some of the larger windows.

I'm considering getting Phifer Sheerweave for my restroom block window and the one right above the kitchen sink since these might do better for wet/humid locations. I understand I will only get energy savings benefits for heat from the sun and no benefits for insulation during the winter.
