Today I was out west driving & noticed a Carl's Jr being built that was near to completed!! I was SO excited, I was on FM 1960 I believe but the restaurant was across from a BestBuy, Barnes&Nobles shopping center.
Now all we need is an In N Out & I'll be complete!

I think so, but it's not open yet. Looks about 2 weeks away from opening. A little north of where you said (Best Buy is at 529/6) - it's closer to West Road.

It's right next to the Shell station by West Rd. and Hwy 6. In the same shopping strip as Sears Hardware.
