When I lived in Katy, I went to Richmond (Fort Bend County) to register my cars. There was hardly any line. I got my license at Hammerly (I-10 and Beltway 8) and waited 3 hours.

I live in Katy and drove to Columbus to obtain my driver's license. Yes, it is a drive but the scenery isn't too bad and there was no line.
