There are communities in Houston that have had apartments for decades and continue to be safe and desirable.
Families are a protected class, on the same level as race etc., so all apartments that are not seniors only have to allow kids. The problem with complexes is the ones that are high rent today, may not be in a few years.

I keep seeing Missouri City mentioned, but when we lived over there (very near the Sugar Land/Missouri City border) in First Colony, we were zoned to Quail Valley schools. The main reason we moved was because these schools ranked so poorly (elementary rated 2 out of 10). We tried so hard to get FBISD to rezone us to Lexington Creek Elementary, like everything else west of FM 1092, but no luck. So I don't know what's going on with those schools, but obviously lack of apartments is not always a help.

Are you moving from an apartment? Unfortunately, I don't think there are any areas where there aren't apartments in the vicinity. There are some nice apartments. It's where most young professionals live.

Your best bet is to find an older established neighborhood that is basically built out and all the areas immediately adjacent built out as well - that way you know what is there and that there is no space for an apt. complex to go up in the radius you set for yourself.

They are building an upscale apt complex in Sienna Plantation which is in the ETJ area of MoCity(not in city limits) and the residents are in an uproar about that. Sienna Plantation CDP QuickFacts from the US Census Bureau
Sienna Plantation in the 2010 census had 0.0% multi-unit. Since then at the entrance they've added two and the land is being tilled up front probably for another. Not sure why Missouri City did not annex the northern portion and stop it. Wouldn't surprise me if the apartment developer paid off city council members.

The only places with no apartment complexes are the cities within the City that have zoning such as the Memorial Villages, Southside Place, Bellaire, West University Place, etc. However, these municipalities are surrounded by the City of Houston and there are apartments, usually very upscale, on the outskirts of these small cities. Bellaire, however, is bordered by a fairly high crime area to the south and west. These small cities have their own police forces and crime is very low. However, home prices are very high.
