Still transitional. Some parts are definitely in the flood plain.

Is this considered the Heights? I realize it's not considered part of the historic heights, but they seemingly market the entire area as The Heights now.

No. Not really, Heights-adjacent maybe. There are some popular hang out spots in there, the best bar-b-que around, and I hear hubcap burgers that is downtown is opening in Shady Acres as well. Eventually it will build out, once the economy picks back up. My biggest concern would be making sure I wasn't subject to flooding. I could be mistaken, but I thought I read somewhere once that the old K-mart, the one that is a restaurant supply place, is actually in the floodway not just the flood plain. So I would check the TSARP maps.

Yeah pretty much within the flood plain (1% 100 year, 0.2% 500 year), not in the flood way though.
