I'm hoping that someone with tax knowledge can answer this question. My wife is a CCISD teacher and on her W2 form, the social security wages (box 3) and social security tax withheld (box 4) are shown as zero. Is this right? Should she be paying something to social security? I thought when you work, the social security tax is paid equally by you and your employer. If she does not pay anything to social security, I assume this will affect her social security benenfit later when she retires. Your answer is greatly appreciated. Thanks in advance.

I'm guessing that she's covered by a teacher's pension program and not SS.

Most school districts (in TX) pay into TRS (Teacher Retirement System) instead of SS--that is very common. They have a website (Google Texas Teacher Retirement System) or she can contact them directly with questions regarding her SS benefits (yes, even spousal benefits of someone who did pay into SS are sometimes affected by not paying in directly).
Teacher Retirement System of Texas: TRS

Harford county, maryland board of elections also issues a w-2 with no social security wages or ss tax withheld. Boxes 2 through 12 are blank. Is that item reported as "other income" line 21 on the form 1040 tax return?

This is not always the case. I am teacher at AISD (austin) and I have to pay ss taxes. My wife however has nothing in boxes 3 and 4 - but when I put her w2 in turbo tax it flips out and makes her pay ss taxes.

Be aware that Turbo tax might not be set up for your situation. School districts have the option of being in or out.
