Fog is caused by the same circumstances no matter where you are in the US.

"Fog forms when the difference (Δ) between temperature and dewpoint are (5 °F) 3 °C, or less. Fog forms when water vapours in the air, at the surface, begin to condense into liquid water. Fog normally occurs at a relative humidity of 100%. This can be achieved by either adding moisture to the air or dropping the ambient air temperature."
This has nothing to do with pollution. Look at San Francisco, for instance.

It doesn't get foggy in Houston that much, usually around this time of year, but its pretty rare I guess.

The neighborhood I'm building my house has a decent MUD tax, is in Klein, and outside Houston city limits, but in Harris. Our estimated taxes this year with the new reduced Klein taxes is approx. 2.83% and Klein is one of the best districts around. I think the big difference maker is your MUD taxes...if you can get into an older MUD you'll pay much less.

My Suggestion is to check out the following neighborhoods/zipcodes if you are still interested in living in Houston.
77019
77006
77098
77008
Katy/Sugarland
Sugarland is known to be one of the safest neighborhoods in Houston.
However, you may want to consider where you will be employed and traffic.
In the morning all traffic appears to be headed to the downtown area, with commutes up to 1 hour. And in the evening the traffic is headed out the suburbs. Again approximately 1 hour commute time. Therefore if you live closer to downtown and you work outside of downtown your commute time will certainly be less because you're going against traffic.

Spring = far Northside
far Northside = entrance to East Texas
Go figure.
