Actually, the keep right principle applies to multi-lane highways as well. It doesn't necessarily mean that everyone should drive in the right lane, but that passing should be done on the left and the left-most lane should be kept as clear as possible to allow room for emergency vehicles and speeders. Had the guy who nearly clipped me been keeping to the right like he was supposed to in the first place, he would have never had to fight his way over 4-5 lanes just to make his exit. Additionally, some stretches of highway are much more conducive to a 70 MPH flow than others. During periods of moderate to heavy traffic, for instance, it would be much easier (safer) to maintain such a flow on, say, a stretch like the Katy freeway outbound or 59 outbound from Sugar Land than on 59 inbound from 610.

Default Not Just Houston

Cops in some of the surrounding cities are even worse! I work in Deer Park and recently got a ticket at a popular speed trap at Georgia Avenue and W St. Augustine. The speed limit changes from 40 to 30 for like a block. Wonder why they did that? I see people getting tickets in Deer Park all the time. A friend of mine just got popped in the same spot! Baytown is pretty bad as well and the cops are pretty much jerks there (at least in Deer Park they're not jerks).

Don't forget about red light cameras also! Baytown in particular has been called out on shortening yellow lights to generate more revenue.

My belief is that cities are trying to make up for budget shortfalls with ticket revenue. Deer Park is *really* bad about it.
