I've always been curious as to why no one seems to be interested in completing the mainlanes from south of Fry Rd. to 59. I can't see traffic getting better and that whole area of Richmond in particular would be much better suited for its development. I've never been able to find information about it. TXDOT, Grand Parkway Association and everything.

Read the Wiki page, especially the part titled "opposition and support", and it looks like there is some pushback on further improvements by local residents to completing the Western portions as a limited access highway. Texas State Highway 99 - Wikipedia, the free encyclopedia

It is not that there is no interest in completing it, the problem is paying for it. Do you have a few billion to spare? Neither do the taxpayers. It will get completed at some point I am sure though.

All I'm saying is the pavement is not getting any newer and the longer they wait the more its gonna cost. A tollroad would be better than nothing, although I would like to see a freeway, but if it's the only way in today's economy then so be it. Just finish what has been started before worrying about Franz Rd. to 290.

Yeah it seems like it. But personally I can't see how this road would be too terribly expensive to finish. The main foundation for it is there. It's not like they have to battle residents on Segment D because the road is established. If they make it a tollway it better have frontage roads to avoid the tolls though.

FYI, both sections are to be built at the same time. In fact, the GP from 59 the Southwest north, past I-10, 290, and 45, and on over to 59 the Eastex is all suppose to go under construction around the same time and finish within months of each other.

You are correct, CRBoy'. For the most part, 99 will be toll road. The section between I-10 and 1093 (Westheimer) will not be a toll toad because that section was already paid for and built by the Cinco Ranch developers before the State took it over. The rest of 99, however, is going to be a toll road. At least that is what I recall.
