If you are looking for an area that has middle and upper class black folks, although NOT exclusively, Missouri City fits the bill. It is a suburb, and contains the amenities that a suburb contain.

You won't find what you perceive as being a ghetto in Missouri City. A friend of mine lives in a nice neighborhood in Quail Valley I believe it is, but she can't send her child to the school in the neighborhood. She as others in the community either pay for private or apply for an intradistrict transfer to a public school in Sugar Land. There are issues in the schools that both African Americans and White parents don't want to put their kids in this particular section of Missouri City in the Missouri City public schools.
