I live with landlord in a two-bedroom condo in the guest bedroom. Afterward, the landlord also lease the living room and dining room to other people. This is obviously too crowded. But I want to know whether she need a permit/certificate to do that. Any laws/regulations in Houston might prevent her doing this?

I think you're referring to a 'Certificate of Occupancy', this is issued upon completion of construction of the condo if it meets the city's code and safety requirements.
If your landlord is renting out additional rooms in the condo you share, you need to check your contract as to what you've agreed to.
Maybe someone else can weigh in on the city's ordinances on how many persons my ocupy a two bedroom unit. I imagine for health and safety reasons there is a limit.
