Depends on things immediately adjacent to the freeway. If the actual residential is set back far enough or has commercial in front, no sound walls. Though I'm sure wealth and influence plays a big part of how freeways are created/expanded. The sunken sections of 59 and beltway 8 speak to that.
But yeah, sound walls are unlikely to be available for neighborhoods that built up next to the freeway. The developer should have put them into the plan if they didn't want to take the financial hit. I doubt the HOA will be able to do anything.

That's a pretty rude statement. I know many builders who generally care about all their customers. That would be like me saying that all doctors are scum sucking medicare frauds.

Besides, it's not like HWY 59 wasn't there before Telfair started...give me a break.

The easiest solution would be to get the neighbors and the neighborhood to plant big vegetation along the easement.

If the freeway was there when the subdivision went in, the price of the lots was discounted due to proximity to the road. The lots on the perimeter are cheaper.

TxDot will put in the noise barrier if they took peoples yards or went into an established neighborhood and got land for the road.
