Default Unanimously, what is considered to be the worst county/collection of communities in the Houston metro Area?

Allow me to preface this by stating I am conducting research for a community development initiative in my hometown of Atlanta. Therefore, please be frank in your response. Regards. What area would be considered the "worst" whether that be due to perception, high unemployment, livability etc. Also, on the flip-side what county/community cluster would be considered to be the best? Thanks in Advanced!

Best areas - Memorial, Heights, West University, Rice Military, Museum District, Midtown, Uptown, Upper Kirby, Bellaire, Southside Place, Kingwood, Clear Lake City, League City, Pearland, Sugar Land, Katy, Cypress, The Woodlands

Worst areas - Ship Channel area, Acres Homes, North Central (between the Beltway and 610), Most of the inner southeast

LOL @ whoever said South Union. The worst??? Really???

The worst neighborhood I've ever seen in Houston is probably the Dead End area of Sunnyside. Close second and third are wide swaths of southwest, and Acres Homes (though Acres Homes is not nearly as bad as it used to be).
