I wouldn't put it past the director, he has some odd notions of public safety (which seems to be that cars should be able to go wherever they want as quickly as possible).

So true! He is the greatest obstacle in getting complete streets here in Houston. He just has too much power and a very narrow minded way of thinking. This is tragic and certainly moving in the absolute WRONG direction.
