Any place like that within 20 miles will be swallowed up by highway and shopping centers in the next decade if not already. You need to look at a place like Bellville if you want peace and quiet for 20 more years or so.

On the SE side, Santa Fe, Lamarque, and Texas City are not congested, but they don't meet your 2nd criteria. Friendswood has low crime, but has busy roads at traffic hours. Point is you are gonna have to compromise somewhere.

20 miles? I live 30 miles out in the Mont Belvieu Texas area and we're still in the city. We have a 'country' feel about us. land is rarely less than an acre in size for a home and actually averages about 2 acres for every home. We have aren't growing at an extreme speed like other areas. We're goring slowly. But we have traffic problems. The main road in Mont Belvieu in being upgraded to an avenue while roads south of town are traffic nightmares at rush hour. We are lucky to have all modern amenities within about a 15 minute drive if not in the community. We are also said to be 'growing inward' instead of out. We also keep our crime low.

If you really want to live out in the county you might want to try Anahuac another 15 miles out. The area is won't be developed for 40 years or so considering it's average school and lack of a true grocery store or any fast food. They have a low crime rate and the city is the county seat for Chambers County. although the city is small, the city has the ability to bring in the entire Chambers County community for Gator Fest every year.

You may also want to look into Crosby (25 miles out) or Dayton (40 miles out) for communities that aren't growing quickly but offer good schools and low crime along with most to all needed amenities.

*if you happen to have medical concerns for your reasoning on 20 miles out, I have medical condition that has me in the Texas Medical Center twice a year and it's a very easy nearly traffic free drive.

go east. everything west is growing at ridiculous rates from the northwest to the southwest, and even 20 miles from the center of houston, you are still in town, and still have all the congestion and crime as anywhere else. (granted there are small pockets here and there with less/more crime than others, or less/more congestion than others).

going north east, or straight east is about the only direction you are gonna get non congested "country" within about 20 miles.
but even then, you probably wont find too much
you pretty much gotta go all the way to winnie or anahuac to really get out of the city, as far as traffic and people and all that goes. maybe liberty or dayton.
