You can never go by that. Just because it's cool in the summer does not mean it will be cool in the winter. But considering this is the year of the exact opposite from the past year, I think the areas that usually see true winters will return back to normal. Meaning, snow in the North.

I wouldn't say that this year has been the total opposite of last year.
