They are now requesting your social security number to "to confirm your identity", and to allow you to continue to use pay pal to perform purchase and sale transactions. If they have not asked you, it is probably because they already have yours or you are not a user.

There is no way that I am doing this and they can take their site and shove it up their kazoo. I highly suspect that this is for either IRS reporting purposes and/or Homeland Security .

Are you sure this is not a phishing scam from someone pretending to be from PayPay or Ebay?

This is absolutely NOT a phishing scam. This is confirmed by many if you Google the question. It is the real PayPal. That is the first thing I checked because it is so incredible.

Does it have to do with someone making enough money that it needs to be reported to the IRS?

I now use a "merchant" account and I can take major credit cards on any transaction. It cost very little to have that.
I canceled PayPal several years ago after them getting into my checking account and then blocking several thousands $$$.
It was a nightmare to fix all that mess. NEVER AGAIN. I no longer use eBay. They lost their way long time ago.

I just found the new law(link below...2011). It says $20,000 or 200 transactions per year is the requirement but PayPal is hitting everyone up to be safe. I probably do a $1000 annually if that, maybe 10 a year, just getting rid of stuff.

So that sucks, if I sell over $20K on ebay I get taxed? Then I'll resort to Craigslist. But it's tough selling on Craigslist too.
