Hello, I recently moved to Humble and me and a friend want to have a small picnic. We both are 21+. Is there any nice park between houston and sugar land that allows having a bottle of wine open.

It is not enforced anywhere. Drink a bottle wherever.

I seriously doubt anyone will care if it is a bottle of wine. Glass or not.

I'll take a red plastic cup and juice boxes and just hide the bottle.

Pretty much all public parks have these two rules: no glass containers and no alcoholic beverages.

However, a great place for a picnic is at the Menil collection in Montrose. It is a private art gallery free to the public with a sculpture garden, the Rothko chapel, and lots of space for picnicing. Lots of people go to picnic there, drink alcohol, and play musical instruments. Drinking alcohol here is quite acceptable and the laws of public parks do not apply since it is a privately owned space.
