That's just a plain old wasp nest. A $3 can of wasp spray from Home Depot will kill them all before they hit the ground.

Beekeepers won't come out for a small infestation. We got them in our fireplace a couple of years ago and couldn't find anyone (beekeeper or hivemaster)who would come out to remove them. Gave up ans called abc pest pool and lawn. We had to get rid of them. Hive rapidly grew inside fireplace

Spray it when dark outside. That way they are all on the nest and won't fly.

if its honey bees, please dont kill them. we need them.
Use this on the wasps - you are no where near them. They are vicious.

What you have is wasps. Mean as hell, cant stand those things. Buy the spray that shoots 20 feet, put on some goggles b/c the spray burns your eyes if you get it in there...get Upwind and spray like crazy, then probably run b/c they will still fly a bit. Come back 10 minutes later and repeat.

I have a giant beehive in a tree with a hollow limb - none of the beekeeper folks would come take it b/c it was inside a tree. They want to capture the queen bee and vaccum up the workers and apparently its too difficult for a hive in a tree. Its a shame too b/c the hive is probably 6feet long by 1 foot diameter....literally thousands of bees. Unfortuantely the honey killed the tree and now I have to bring the tree down.
