There is an official federal definition that varies with family size.

You also have the "economically disadvantaged" standard you see quoted as part of school enrollment statistics.

again....all the areas that whites have built and ran from....what have they gained?

The ones moving into 3rd ward aren't contributing to anything educationally and socially...its just a place to live

The economically disadvantaged number comes from the number of students who apply for reduced or free lunch. The school verifies 2 or 3%. They could verify them all. There is no magic formula. All it takes is mom saying so.

Right, the "economically disadvantaged" figure doesn't seem tied to anything except the school lunch program, though maybe there's other applications I'm not aware of. However, the market at large seems to use that statistic as a proxy for poverty or low-income households.
