Have you checked your HOA - is there a clubroom available for the residents? Most have them and they only charge a small fee or even zero. Will usually require a deposit, but refundable unless left unclean.

Churches often rent their fellowship hall for minimal charges. I would think they would be cheaper than an establishment that markets itself as a party hall. I'm not in Cypress but I assume they have a mall out there. I have seen people set up and have birthday parties in the food court of local malls. Plenty of chairs and tables. I'd check with mall management to make sure they're cool before doing it though. It would suck to get kicked out during the mom-to-be's special day :-)
