Actually I'd bet that the vast majority of rundown apartments are not full of Section 8, just because the population of lower income renters that are using Section 8 vouchers (there's a limited supply) is pretty low compared to the overall low income renter population. Section 8 renters do have a bad reputation for being hard on the places they live in, though. Low income renters are low income renters, with all that goes with that stereotype, Section 8 or not.
