Are you for real? Come on. If I ding my own car, that's on me. This dude bumped the back of ANOTHER car. He should be fined, and he should pay.

I agree that he should pay for any damage, but specifically why should he pay a fine to the state?

Exactly. For minor accidents like this the police shouldn't have been called out. Unless the other driver is refusing to trade information and both cars are driveable, exchange information and go on your merry way.

Had something similar happen to my wife couple of months ago. The person refused to come out of his car until he called the cops first. Basically he called the cop before even assessing the damage on his vehicle. This is Houston and people really want to play hard ball when it comes to such incidents.
The officer never registered the ticket in court so earlier this month she went to the court and got it stamped and hence dismissed. In our case the officer never registered the ticket in court for whatever reason. We did share insurance information with the other person.

I would suggest call the court in couple of weeks and see what options they provide you. In our case they said they had no ticket record in their system and call back in a week or so. We kept calling until it was court date.

Bumping another persons car is quite different than dinging a pole. If you bump someone's car, you aren't driving well. A ticket is generally always issued to a person who negligently causes an accident.

You bump the car in front of you by not being aware of your surroundingsin regards to your actions.

You open your car door into that pole by not being aware of your surroundings in regards to your actions.

I bumped a car like OP few years ago. There was no damage to either car. The lady in the front car raised hell and called cops. Cop came and after inspecting both cars, gave me a ticket for "following too closely". I went to the court and pleaded not guilty. Judge wanted to see the other party involved but that lady did not show up. My case was dismissed and I didnt need to pay anything.
