I am currently looking at a house in Cinco Ranch that will require remodeling if I end up purchasing. It needs new flooring, bathroom upgrades, possibly putting up two interior walls to convert a dining area into a study.

Can somebody tell me how I can find out what permits are required in Cinco Ranch and cost?

There are no "permits" in cinco as it is located in an unincorporated area of houston/katy. They only thing you might consider is getting the HOA to approve it - but they are really only focused on changes to the exterior of the home - not the interior. If I were in your shoes i'd just go forward with your plan.

Just confirming that you don't need HOA approval for the things you mentioned (I live in CR and have done flooring and some other things).
