There is one in Cypress at the big park across from the Lone Star Cy-Fair campus. Lots of nice little fitness stations throughout.

There's a walking trail along Braes Bayou near South Braeswood. Along that trail, there's a pavillion between Buffalo Speedway and Stella Link that has exactly what the OP is looking for.

I think is just "consumer protection laws" gone way overboard thanks to lawyers wanting to make money.
