I could probably call HCAD, but didn't feel like waiting an hour on hold. What is a "special assessment" fee??? It amounted to $288 on $57,000 of assessed property (we were not reappraised yet). Is this a regular item or for new purchases? We purchased as new construction back in September, so this is the first tax bill on this property.

That's Harris County Water Control & Improvement District #157. You must be in a brand new subdivision. Welcome to the world of high-priced infrastructure!

People complain about how high property taxes are in Texas, but really, it's not the taxes, it's the utilities in mostly newer subdivisions.

Is it a tax that will go away after the neighborhood becomes established? Or is it there to stay?

It's a MUD, so it won't be going away anytime soon. It pays for your water and sewer.

Thats one reason for the lower prices on these new homes,in other parts of the country the builder takes on the cost of many improvements and passes it along to the price of the house, however in houston the homebuyer pays in the form of higher property taxes.
