Do you know of a cheap hotel or otherwise temporary place I can stay (1 person) while looking for permanent accommodation? I don't have a car.

If you need to have access to downtown check the short/long term rentals in the medical district. Easy access to downtown via the light rail.
Or any hotels near NRG stadium. The light rail is close-ish but you will have to walk to it. Those hotels will probably be cheaper then the medical rentals.

You could try air b&b. I don't like the idea of staying in someone's home but I have some friends who did it and worked great for them.

Check the Best Western on W. Dallas, a couple blocks west of Downtown.

If you don't mind being with other people, you can try looking up a local hostel. I've never done it here in the states but they're really popular and affordable in latin america and europe. There's a website Hosteling International and you can find reputable places on there, HI-Houston: The Morty Rich Hostel seems like it has good google reviews. ~$25 per night for a bed in a dorm, $65 per night for a private room.

I would not call Best Western exactly a budget option.
I'll probably go with the hostel/airbnb for the first couple of days while I find something on craigslist.

Best western probably is actually a budget hotel in the downtown or midtown area. Sounds like what you really need isn't budget but just a cheap roof over your head. Hope the hostel or air/bnb can work for you.

The first hit I got searching google was BEST WESTERN PLUS Downtown Inn & Suites at $171/day.
You have to be more specific as to which best western you recommend?

The better question is how much are you willing to spend per night? Expedia has crown plaza for about 114 per night. Doubletree in same range as well as club quarters. All are downtown and that's pretty darn cheap.

You can get great deals on Friday - Sunday nights at Downtown-area hotels, due to lack of leisure demand.
