If taxes are partially based on sales price. What is to stop someone from lets say buying a 300K house, give seller 100K for "furniture" and show a sales price of 200K, then grieve taxes on sales price.

Appraised value is based on several factors, including sales price, but outliers are generally excluded. There are many below market value sales of homes in non-arms length transactions, but they don't get lower appraised values than their neighbors. In short, you cannot circumvent the system in that way.

Taxes are not based on sales price. Taxes are based on the county appraisal.

Ask your realtor to find you Homes to see in non MUD areas.
