If someone worked in or near the Memorial Villages, how far away would you have to live in order to find a safe neighborhood with good resale in the $250,000 range?

Not particularly. Mostly just concerned about low crime and resale.

Jersey Village is a good start but if you stretch a bit (or wait six months!) I'd look at the area around the north east corner of I-10 and 8, Spring Shadows etc.

Consider the less-expensive parts of Spring Branch (not zoned to Memorial High School), or the Tanglewilde area. Both are near somewhat sketchy areas, which keeps the prices down, and have iffy schools. But should appreciate long-term, owing to their proximity to employment centers. 250k will be tough in either area, but doable, especially if you can wait and don't mind a fixer upper.

Spring Branch is a hodgepodge but there are a lot of places that meet the op's criteria of safety and resale value. There aren't so many that you could get into for 250k but if you looked really hard you could probably find something like that in Spring Shadows or in the area west of Gessner and north of the 1-10.

Spring Branch is the best location. It is very close to the Memorial villages.
