For lower taxes area in Sugarland, you can look at New Territory. The community has lower property tax than the new built and is zoned to good schools.

FXDWGI,

I was born and raised in Houston/Fort Bend and am a Realtor who lives in Richmond. Land around here is approximately $100k an acre without a house so you might need to rethink your budget. Your best bet for a city with your land requirements is definitely Richmond or Fulshear. Larger lots in Houston/Sugar Land/Missouri City/Rosenberg/Stafford would be few and far between especially in your price range. Avoid Manvel/Rosharon.

There are some neighborhoods along FM 359 in Richmond that may work for you. Woods Edge, Glenwood, Foster, etc.

Why is TX an increasingly difficult state to retire in? Just wanted to gain some info. We are considering TX for our future move in 2018. I knows it's 2 years down the line, but I am doing my homework. Hopefully this will be our last move and we want to lay down our roots.

I don't understand the difficult to retire part either. My folks are retired and live here and their property tax is very little as they filed exemption. The weather is good for them as old folks don't mind the heat, but can't stand the cold. COG is very low compared to most other major cities, so their retirement funds go a long way here. The only thing he is paying most is the supplemental insurance and a new car. I been told the supplemental insurance is lower here compare to other states as the requirement in Texas is lower.

They are actually thinking about downsizing to a smaller house so they don't have to paid the lawn guy as they don't care for the yard.
