You need flood insurance no matter where you live....get it.

If you live on the 20th floor of a high rise condo, you probably do not need flood insurance. Just guessing though..

Default Houston itself is the Floodplain

Maybe not according to the FEMA maps, but if you live in Houston, consider yourself in a floodplain. Buy the insurance, keep your valuables/documents high and dry and don't think it can't happen to you.
