As I've said in other threads, I have not seen any indications of such an agreement on the Spring Branch Independent School District (SBISD) site. OP should call them and ask them if such an agreement exists.

I'm going to say that in West U /Southside, over half the kids go private. If you go with West U, you may have to consider private. There is St. John’s School, but the application proceeds is highly selective.

At the middle school level a lot of people who do go public attend Pin Oak or Lanier. In 2010 around 600 students in West U attended either Lanier or Pin Oak http://www.chron.com/news/article/Pa...nd-1589738.php - For a city of 15,000 that's a lot

Also at the elementary level the public school, West U Elementary, is very popular to the point where there are not enough spaces for enrollees. OP said that her children were young, so this would be most relevant to her.

According to HISD's demographic report https://www.houstonisd.org/cms/lib2/...rsity%20ES.pdf - 1,264 of 1,283 students (99%) who attended West U Elementary in 2018 lived in the West U Elementary attendance zone, which includes all of West University Place, a portion of Southside Place, and sections of Houston.

In 2018, 1,386 elementary-level children in the West U zone attended HISD schools (the West U ES demographic report PDF only lists the number of students enrolled in HISD elementary schools). HISD stated that in the same zone there were 15 in charters/other districts and 1,030 (estimated) not in public school (private school or homeschool) - I do not know if these two figures are elementary-only (which means the "KIPP HS" would be a mistake) or if this is for K-12 across the board.
